General Information
Illinois Tax Credit Scholarships open in January of 2023. These scholarships are income based and require a time stamp. Please note the individual dates and times below:
Please note:
- Big Shoulders Fund: January 12, 2023 at 8:00 a.m.
- Empower Illinois: January 18, 2023 at 6:30 p.m
In August 2017, with bipartisan support, the State House and Senate passed a comprehensive education funding bill that was signed into law. The law includes a provision for tax credit scholarships, which provide strong incentives for donors to support non-public school scholarships for low-income students in the state. Illinois students from low-income families may use these new scholarships to attend a non-public school of their choice.
Please note:
- The Illinois Tax Credit Scholarship process is separate from Mount Carmel's Financial Aid and Scholarship process. You must apply for both a Tax Credit Scholarship and Mount Carmel's Financial Aid and Scholarships in order to be considered.
- Tax Credit Scholarships do not rollover and must be reapplied for each year. Your 2022-2023 Scholarships will not follow your child into the 2023-2024 school year automatically. You must complete an application.
Empower Illinois
The application for Empower Illinois is a two-part process. Part one is the reservation, which secures a family's place in line as scholarships are awarded on a first-come, first-served basis. This form will open at 6:30 p.m. on January 18 and will require two-pages to be completed.
Once you complete part one, you will be notified when part two of the application is open for completion. Please submit your application as quickly as possible for the best chance at receiving a scholarship.
Empower Illinois will host two Facebook LIVE sessions to answer questions about the reservation/application process. Either session will be available to watch afterwards. The sessions will be held on January 12 at 5:30 p.m. and January 17 at 12:00 p.m.

Big Shoulders Fund
The application and reservation process for Big Shoulders Fund is also a two-part process. Families should submit their online application as soon as it opens at 8:00 a.m. on January 12. Scholarships are awarded on a first-come, first served basis.
Once part one is received and completed, Big Shoulders should reach out to a select number of applicants inviting them to complete part two of the application submitting and uploading verification documents.
